How PhilGAPS works

Where bids come from: A scanner reads PhilGEPS every morning at 7 AM (Manila) and keeps bids in Cebu, Bohol and Negros Oriental.
What it leaves out: Plain equipment orders (laptops, printers, sound systems), book resale, and bids from outside the three provinces.
Your watchlist: Pick the kinds of work, places, words and budget you care about. Only you see your watchlist, saved bids and notes.
Budget ceiling: The most the agency may pay (its "ABC", approved budget for the contract).
Public bidding: The full formal tender, with a pre-bid meeting and sealed bids.
Small-value buy: A quicker purchase based on price quotes (SVP, small-value procurement).
New: Found in the most recent morning scan.
Closed: The closing date has passed. PhilGAPS keeps these for 60 days for reference.
